Do you figure that there are more inhabitants inside sanctuary keep, or is the rest of the party going to arrive later?

right now the keep appears to be fairly empty may be the rest of the party is getting thier gear on or locked in the dungeon.
But my really guess is that he will meet them on the road somewhere.
